POLITICAL AND SECURITY COMMITTEE DECISION (CFSP) 2022/1919

on the appointment of the EU Mission Force Commander of the European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA) and repealing Decision (CFSP) 2022/105 (EUTM RCA/3/2022)
THE POLITICAL AND SECURITY COMMITTEE,
Having regard to the Treaty on European Union, and in particular Article 38 thereof,
Having regard to Council Decision (CFSP) 2016/610 of 19 April 2016 on a European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA) (1), and in particular Article 5(1) thereof,
Whereas:

By means of Decision (CFSP) 2016/610, the Council authorised the Political and Security Committee (PSC), in accordance with Article 38 of the Treaty, to take the relevant decisions concerning the political control and strategic direction of the European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA), including the decisions on the appointment of subsequent EU Mission Force Commanders of EUTM RCA. |

On 19 January 2022, the PSC adopted Decision (CFSP) 2022/105 (2) appointing Brigadier General Jacky CABO as the EU Mission Force Commander of EUTM RCA. |

(3) |
On 28 July 2022, by means of Decision (CFSP) 2022/1334 (3), the Council extended the mandate of EUTM RCA until 20 September 2023. |

(4) |
On 16 September 2022, the Portuguese Military authorities proposed the appointment of Brigadier General Lino Loureiro GONÇALVES as the next EU Mission Force Commander of EUTM RCA as soon as possible. The EU Mission Commander supported that proposal. |

On 23 September 2022, the EU Military Committee agreed to recommend that the PSC approve the proposal made by the Portuguese Military authorities. |

(6) |
A decision on the appointment of Brigadier General Lino Loureiro GONÇALVES as the EU Mission Force Commander of EUTM RCA should be taken. |

Decision (CFSP) 2022/105 should therefore be repealed, |
HAS ADOPTED THIS DECISION:
Article 1
Brigadier General Lino Loureiro GONÇALVES is hereby appointed as the EU Mission Force Commander of the European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA) as from 10 October 2022.
Article 2
Decision (CFSP) 2022/105 is hereby repealed.
Article 3
This Decision shall enter into force on 10 October 2022.
